Pre-Handover Snagging Inspection Dubai
Independent Inspection. Unbiased Reporting.
Receive a comprehensive snagging report with photos, defect descriptions, and room-by-room findings within 24 hours, ready to share with your developer.
Dubai handed over more than 100,000 new properties in 2025. Sub-contractors were working across dozens of buildings simultaneously. The result: MEP faults 30% higher than two years ago , most invisible without specialist equipment.
Developers run their own QA/QC before inviting you to collect keys. Their teams flag the obvious cosmetic items. They do not carry socket testers, moisture meters, or anemometers. Polarity reversal in 67% of units. Plumbing leaks behind walls in 92%. HVAC drainage faults accumulating in ceiling voids.
Once you sign the handover acceptance form, every fault you could have caught becomes your repair cost. The pre-handover window is the only moment when the developer is legally required to fix everything you document , before you become the owner of the problem.
In 2026, with nearly 120,000 Dubai handovers scheduled and sub-contractors spread across multiple simultaneous projects, developer maintenance teams receive hundreds of verbal complaints weekly. A formatted, submitted snagging report with photographic evidence is what gets your defects to the front of the queue. A verbal complaint does not.
What Our Pre-Handover Inspection Covers
Every finding is categorised against the relevant UAE regulation. Structural deviations carry 10-year liability under Article 880. Electrical faults are DEWA compliance failures. Plumbing routing is checked against Local Order No. 8 of 2002. The category determines the developer’s legal obligation to respond.
Structural Elements
Walls, columns, floor slabs, and ceilings checked against the Dubai Building Code 2021. Wall plumb, floor level, and crack patterns documented. Structural faults carry 10-year liability and cannot be waived by any developer contract.
Electrical Systems
Every socket outlet tested for polarity, earth continuity, and correct wiring. DB panel and all MCBs verified. Polarity reversal appears in 67% of Dubai inspections and is invisible without a socket tester. Checked against DEWA 2025 regulations.
Plumbing Systems
Every tap, toilet, and waste outlet tested. Drainage gradient measured at every connection. Moisture meter readings behind bathroom walls and under kitchen sinks. AC condensate routing verified , illegal to discharge into rainwater network under Local Order No. 8 of 2002.
HVAC and Air Conditioning
Airflow volume measured at every AC vent against the design specification. Thermostat calibration, indoor unit drainage, refrigerant line insulation, and condenser noise levels checked. A drainage fault in a ceiling void causes significant water damage over one Dubai summer.
Doors and Windows
Every door and window tested for alignment, lock engagement, and seal quality. Door alignment failures appear in over 70% of new villa inspections , caused by premature frame installation before concrete cured. These faults do not self-correct.
Flooring and Tiling
Hollow drum test across all tiled areas. Hollow tiles pass a visual check completely but crack within 12 months of normal use. Lippage, grout lines, and skirting alignment also documented. Cracked or hollow tiles appear in 61% of Dubai property inspections.
Paint and Finishing
All surfaces checked under raking light for coverage failures, roller marks, incomplete corners, and bleed onto tile edges. Grout consistency, silicone seal quality at wet junctions, and skirting alignment checked across every room. Paint defects appear in 88% of new Dubai builds.
Moisture and Thermal Imaging
FLIR thermal camera detects moisture behind walls, electrical hotspots in DB panels, and insulation failures without cutting into surfaces. Moisture meter readings at all wet room junctions and terrace membranes. Available as an add-on from AED 400.
Four Things Dubai Buyers Get Wrong at Handover
These are the most common and costly mistakes , based on real buyer experiences from Dubai property communities.
Inspect before you sign, not after
Signing the handover acceptance form is treated as accepting the property in its current condition. Once signed, your legal position to demand rectification weakens significantly. The correct order: complete the inspection, submit the snagging report, get confirmation that rectification is scheduled, then sign. If the developer insists you sign first to collect the keys, do not sign a clean acceptance. Attach your snag list to the form or add a written note that acceptance is subject to the listed items being fixed.
Your developer cannot legally ban your independent inspector
This is the most-asked snagging question in Dubai. The answer: unless your sale and purchase agreement specifically restricts third-party attendees, you have the right to bring an independent engineer. Developers sometimes send generic emails saying external parties are not permitted. In practice this has no contractual basis if it is not written into your SPA and is widely not enforced.
Book the day you receive the notification, not the day before
Most Dubai developers give 7 to 30 days between the handover notification and your appointment. Many buyers wait until the final days. The right approach: book the inspection the day the notification arrives. You need the inspection done, the report submitted, and rectification begun before your handover appointment , not a report sitting in your inbox when you walk in to collect the keys.
Note: many developer SPAs require final payment when the unit is deemed “completed” , which is contractually earlier than the actual handover appointment. Payment timing and snagging timing are different matters. Read your SPA carefully on both points.
Know which defects to refuse handover for , and which can wait
Not every snag justifies refusing the keys. Structural faults, active waterproofing failures, HVAC leaks, dead electrical sockets, and any open MEP pipework must be fixed before you accept. Loose fittings, minor cosmetic scratches, and small grout touch-ups can be documented and accepted with written confirmation on the snag list. The distinction matters: refusing handover for a paint mark creates friction without legal benefit. Accepting handover with an undocumented plumbing leak creates a repair cost that was never yours to carry.
How the Pre-Handover Inspection Works
From the day your developer sends the notification to the desnagging sign-off , every stage in order.
Book When the Notification Arrives
Most Dubai developers give 7 to 30 days notice. Book the day you receive it. Same-day and next-day availability across Dubai. Confirmed within 2 hours.
Engineer On-Site Across Dubai
Studio and 1BR: 2 to 3 hours. 2 and 3BR: 3 to 4 hours. Townhouses: 4 to 5 hours. Villas: 4 to 6 hours. Remote inspection available for overseas buyers.
Report Formatted for Your Developer
Full photographic report within 24 hours. GPS-stamped, severity-rated, trade-categorised, formatted for your developer’s portal or submission process. Ready to send the next morning.
Desnagging Before Final Sign-Off
We return after developer rectification to verify every item is fully resolved. Around 12% of documented faults are incompletely repaired at the first round.

We Inspect Properties by Every Dubai Developer
Our reports are formatted for each developer’s submission process , not a generic PDF you need to reformat before they will action it.
Emaar’s handover process uses a defect submission portal. DAMAC uses a maintenance ticket system. Nakheel has its own community portal. Ellington takes snagging seriously across most projects and responds well to structured, evidence-based reports submitted through the correct channel. We format every report for the developer it is going to , not to a template.
